On October 9, the Government adopted a resolution thereby improving the procedure for attracting, using and monitoring international technical assistance. In the process of the development of new rules there were taken into account the proposals of Development Partners (DPs).
"Technical assistance projects allow attracting leading Ukrainian and international experts, as well as the best world experience in carrying out reforms. Transparency in working with such projects at the stage of registration, implementation and monitoring of results is the basis for efficiency and trust. Both on the part of international partners and Ukrainian society with regards to the results of the work," commented Olha Stefanishyna, Deputy Prime Minister for European and Euro-Atlantic Integration of Ukraine.
The approved resolution is aimed to reduce bureaucratic procedures for registration and implementation of international technical assistance projects. In particular, the list of bodies to act as beneficiaries of projects is expanding; the procedure for exemption from taxation is being improved, which aims to promote wider participation of Ukrainian producers and suppliers in procurement procedures at the expense of the ITA (International Technical Assistance); procedures for state registration or re-registration of projects and registration of a representative office of a donor institution are simplified; mechanisms and terms of coordination of purchase plans are determined, as well as paper document circulation decreases.
