  • Government kicks off reform of urban planning system

    Government endorsed a decision to liquidate State Architectural and Construction Inspectorate (SACI) and established State Agency for Technical Regulation in Urban Planning and State Inspectorate of Urban Planning as central executive authorities, whose activities will be directed and coordinated by the Cabinet of Ministers of Ukraine through the Minister for Communities and Territories Development. It was also decided to create the State Service of Urban Planning.

    The relevant resolutions were adopted with the one-day completion at an extraordinary meeting of the Cabinet of Ministers of Ukraine with the participation of the President of Ukraine Volodymyr Zelenskyy.

    Prime Minister Denys Shmyhal stressed at the Government meeting that SACI is a source of corruption that has too many functions: licensing, control, oversight, permits, etc. and it requires reform today. "In our opinion and in the opinion of the construction market participants, SACI is "corruption tick", which took away working capital from the construction market. Today, the market participants are calling for the liquidation of SACI , for the eradication of corruption schemes, " the Head of Government emphasized.

    The Prime Minister stressed that the creation of new central executive bodies for the architectural and urban planning industry will allow bringing their structures in line with the best structures that operate in the world today

    "We establish three bodies: the State Service of Ukraine for Urban Planning, which will carry out registration functions in the field of construction; The State Agency for Technical Regulation, which will become the driving force of the technical regulation reform in Ukraine regarding the parametric system, eurocodes; State Inspectorate of Urban Planning, which will perform the function of supervision and control in construction, " Denys Shmyhal said.

    According to the Head of Government, the resolutions encompass the wishes of construction market participants, investors. "This is the first step that could be taken into account by the government regulations, the next step is to amend the current legislation, and further to develop an electronic system," Denys Shmyhal underscored.

    The Prime Minister stressed that the state should control only the commissioning of objects and its compliance with the state construction standards and the requirements of the legislation.
