Labour migration as a common economic mechanism for combining labor demand and supply within the framework of the functioning of the international labor market exists in most countries of the world and differs only in terms of immigration and emigration flows.

In order to create conditions for the return of Ukrainian citizens working abroad and keeping qualified workers from leaving the country,the Plan of measures for ensuring the reintegration into the society of labor migrants and members of their families has been approved. The Cabinet of Ministers of Ukraine endorsed the Strategy of the state migration policy of Ukraine for the period up to 2025, the document stipulates for  the elimination of administrative barriers for the freedom of movement of the population of Ukraine, reduction of the negative consequences of emigration of Ukraine and increase of its positive influence on the development of the state, promotion of legal migration, etc.

Given the situation on the labour market,  the state policy is aimed, first of all, at meeting the needs of the national economy in qualified workers.
