Government takes crucial step towards introduction of European Child Guarantee: National Plan for 2030 approved


Cabinet of Ministers of Ukraine has approved the National Plan for the Introduction of the European Child Guarantee by 2030, as well as Regulations on the National Coordinator for its Implementation.

The National Plan until 2030 defines a complex of measures aimed at ensuring that every child at risk of poverty or social exclusion has guaranteed access to quality education, healthcare, social services, healthy nutrition, and proper housing conditions.

"The European Child Guarantee is not just an international initiative. It is our internal standard, which stipulates that every child in Ukraine must have access to basic services and opportunities. The fact that the Government passed the National Plan on the eve of World Children's Day is symbolic. It confirms that the protection of children's rights has been and will remain a priority for the state," said Denys Uliutin, Minister of Social Policy, Family, and Unity of Ukraine.

He also added that the Government, local authorities, and civil society organizations were already implementing dozens of programs aimed at supporting children.

“We are not starting from scratch. But now all these efforts will be combined into a single, coordinated framework. The National Plan allows us to move in a systematic, purposeful manner and in accordance with European standards,” the Minister noted.

Work on the National Plan continued throughout 2025 and included consultations with authorities at all levels, international organizations, experts, and young people. Representatives of the National Office of Children and Youth DIYMO joined the discussion of the draft, ensuring that the views of children were taken into account in the formation of public policy.

In addition, the Cabinet of Ministers of Ukraine approved the Regulations on the National Coordinator for the Implementation of the European Child Guarantee. This position will ensure the coordination of actions of all parties involved and regular reporting to both Ukrainian and European institutions on the results of the initiative's implementation.

It is worth noting that Parliament has adopted a bill to increase child benefits.
