The Cabinet of Ministers of Ukraine has approved the Strategy for the Development of the Public Procurement System for 2024-2026 and approved the operational plan for its implementation in 2024-2025. The decision was made at a Government meeting on 2 February 2024.
“An important area of development of the public procurement system is to increase the operational efficiency of the procurement process, harmonise our legislation with EU directives, increase the professionalisation of procurement, and introduce sustainable development tools. The Strategy also envisages expanding the powers of control over public finances, as well as improving electronic analytical tools that will make it possible to increase the efficiency of selecting risky procurement for monitoring. The procurement system should be transformed into a tool in which most of the information will become machine-readable data, as deeper digitalisation of the procurement process is the key to actually reducing abuse.
The public and the authorities should have free access to information about goods, works and services procured by contracting authorities at the expense of their respective budgets. Such opportunities will facilitate transparent monitoring of public procurement,” said Yuliia Svyrydenko, First Deputy Prime Minister and Minister of Economy of Ukraine.
The Strategy adopted by the Government is aimed at further harmonisation of the legislation of Ukraine and the European Union. Experts and representatives of our partners were actively involved in the development of the Strategy, and we are grateful to our partners, and above all to the EU delegation, for their active participation in this work. The document defines seven strategic goals for reforming the public procurement system:
The implementation, methodological and informational support of the Strategy will be provided by the Ministry of Economy with the participation of other ministries, as well as central and local executive authorities.
