Government approves Action Program for 2025: social protection of Ukrainians among the key priorities


The Cabinet of Ministers of Ukraine has approved the Action Program for 2025 and submitted it to the Verkhovna Rada. The document sets out clear goals, priorities, and performance indicators. It is a concrete plan that allows progress to be tracked and makes Government decisions understandable to citizens.

The four key areas of reform are security, economy, dignity, and reconstruction. The scope of activities of the Ministry of Social Policy, Family, and Unity covers the following:

  • launching a new model of the pension system;
  • combating poverty and updating social standards;
  • modernizing approaches to social protection;
  • developing a network of social services;
  • transitioning from “status-based” support to “needs-based” assistance;
  • improving the prosthetics system as part of rehabilitation in cooperation with the Ministry of Health;
  • launching a program to return Ukrainians home;
  • expanding services for frontline communities.

These areas are part of the broader Dignity support program, which provides assistance to veterans, internally displaced persons, young families, people with disabilities, and vulnerable groups.

"Social protection in wartime is a guarantee of preserving people and their potential for rebuilding the country. Our goal is to ensure that every Ukrainian who needs help receives it in a timely and high-quality manner," emphasized Minister of Social Policy, Family, and Unity Denys Ulyutin.

During the preparation of the Program, the Government received more than 680 proposals from the public, businesses, and experts. A significant portion of these were taken into account in the final version.
