Government to launch a unified platform for monitoring Ukraine's green transition
The first meeting of the Interagency Working Group for Monitoring the Implementation of the National Energy and Climate Plan until 2030 was held under the leadership of Yuliia Svyrydenko, First Deputy Prime Minister of Ukraine and Minister of Economy of Ukraine. The participants discussed the mechanisms for implementing Ukraine's climate goals and coordinating the actions of all responsible institutions.
"Ukraine is already demonstrating real progress in achieving the goals of the National Energy and Climate Plan (NECP): more than 75% of the targeted greenhouse gas emission reduction has been achieved, and the share of renewable electricity has increased to 17.3%. It is crucial that we advance not only in fulfilling our international commitments but also systematically analyze all the challenges of implementing climate policy. That is why we will launch a unified online platform to track the progress of the NECP in real time. This will ensure transparency, accountability and increase trust - both on the part of the public and international partners," said Yuliia Svyrydenko, First Deputy Prime Minister of Ukraine and Minister of Economy of Ukraine.
The National Energy and Climate Plan, approved by the Government in June 2024, is a key tool for achieving climate neutrality and energy security in line with the requirements of the European Green Deal. The plan covers five interrelated areas: decarbonization, energy efficiency, energy security, integration of energy markets, and innovation.
One of the key decisions adopted at the meeting was to develop a unified online monitoring system for the NECP progress on the basis of the Ministry of Economy by the end of 2025. The platform will ensure transparency and the ability to demonstrate the progress of the plan's implementation in real time, similar to the Ukraine Facility online monitoring.
"The first meeting of the Interagency Working Group is the start of a professional dialogue and practical interaction between all bodies responsible for the implementation of the National Energy and Climate Plan. Our main objective is to identify problematic aspects of policy implementation in a timely manner, coordinate efforts to improve data collection and exchange, and provide a clear reporting mechanism for further decisions and transparency to partners," said Deputy Minister of Economy Andrii Teliupa.
The participants of the meeting also discussed the results of the first NECP progress report submitted to the Energy Community Secretariat on March 15. Some gaps in the collection of statistical information and the need to improve coordination between data managers from different agencies were identified.
Special attention was paid to the update of the National Energy and Climate Plan, which is scheduled for 2025. The process involves analyzing the results achieved, adjusting goals, policies, and measures to take into account the challenges of war and opportunities to accelerate the green transition.
"Updating the NECP is not just a formal procedure, but an opportunity to take into account new realities and reinforce Ukraine's ambitions in the field of climate policy. According to the independent monitoring, the integrated score of the NECP implementation is 50.6% as of the first quarter of 2025, while we are recording progress in most indicators," emphasized Olena Pavlenko, President of NGO DIXI GROUP.
The participants of the meeting drew attention to the technical aspects of reporting and the need to improve the quality of data for international partners. In particular, the issue of coordination between different agencies regarding the collection and exchange of information needs to be addressed.
"The first NECP progress report revealed critical gaps in the data collection system. Reports to the Energy Community Secretariat are submitted every two years in English through specialized electronic platforms, and our data collection system needs to be radically improved to ensure the completeness of information," said Andrii Kitura, Head of the Green Transition Office and Development Director of DIXI Group.
The participants of the meeting adopted recommendations to harmonize plans for introducing NECP policies and aligning data registers for reporting purposes. The Ministry of Economy, together with the Green Transition Office, will prepare detailed draft plans with specific deadlines, to be agreed with all responsible agencies by the end of September 2025. This will allow the National Energy and Climate Plan to be updated to reflect new challenges and opportunities to achieve Ukraine's climate goals.
