Government allocates UAH 2 billion for the implementation of Kyiv’s resilience plan
An additional UAH 2 billion has been allocated from the state budget reserve fund to implement measures under the Comprehensive Resilience Plan for the city of Kyiv. The funding will be used for the engineering and technical protection of critical infrastructure facilities and the development of backup heat supply sources as part of preparations for the 2026/2027 heating season.
“As part of the implementation of Kyiv’s Resilience Plan, the state is already financing the procurement of modular boiler houses, while the additional funds will be directed towards creating backup heat generation sources and protecting critical infrastructure. The state is assuming a significant share of the financial burden, while the city must also ensure the active implementation of the planned measures and fulfil its commitments. Only through joint and coordinated efforts will we be able to prepare the capital for the next heating season in a timely manner,” said Deputy Prime Minister for Restoration and Minister for Communities and Territories Development Oleksii Kuleba.
Earlier, an additional UAH 3 billion was allocated for the implementation of comprehensive resilience plans for regions and individual cities. Of that amount, UAH 966 million was earmarked for the State Agency for Restoration and Infrastructure Development to procure distributed heat generation equipment – modular boiler houses for the city of Kyiv.
In total, more than UAH 25 billion has been allocated for the implementation of resilience plans.
The resilience plans include measures to provide engineering and technical protection for critical infrastructure, develop backup power supply systems, and decentralise heat and electricity generation in response to ongoing russian attacks. Funding needs were determined based on proposals submitted to the Ministry for Communities and Territories Development by regional authorities. The implementation of these measures will enable communities to accelerate winter preparedness efforts and strengthen the resilience of essential services across the regions.
