Government regulates issue of payments for leasing state and municipal property during martial law


On 7 May, the Government has amended the Resolution of the Cabinet of Ministers of 27 May 2022 No. 634 “On peculiarities of lease of state and municipal property during martial law”.

In particular, the Government decided to:

  • Exempt individuals and individual entrepreneurs called up for military service from rent.
  • Stop charging rent to tenants of state and municipal property located in the territories of active hostilities, territories of active hostilities where state electronic information resources operate, or in the temporarily occupied territories in accordance with the List of territories approved by Order of the Ministry of Reintegration of the Temporarily Occupied Territories No. 309 dated 22 December 2022 (as amended).
  • Allow municipal enterprises, which are fully or partially financed from the local budget, to lease state property without an auction for the purpose of arranging dormitories for IDPs at a price of UAH 1 per 1 square metre of space.

The relevant amendments were developed by the State Property Fund of Ukraine in cooperation with the Ministry of Reintegration of the Temporarily Occupied Territories and other agencies.
