Government approves a package of measures to simplify the regulation of construction and accelerate reconstruction

The Government is launching a systematic deregulation initiative for businesses. The first phase involves changes in the field of urban planning. Today, the Cabinet of Ministers approved an important package of measures to simplify the regulation of construction and accelerate reconstruction. Ukrainian Prime Minister Yulia Svyrydenko announced.

“Fewer unnecessary procedures and clear operating rules—this is the most common request we hear from entrepreneurs across the country. That is why the Government is launching a systematic deregulation process for businesses,” the Prime Minister emphasized.

Specifically, the following decisions were adopted:

1. Permitting procedures

Entrepreneurs often mention lengthy delays and a lack of real choice regarding where to obtain the necessary services to begin construction work.

The Government is introducing a pilot mechanism—construction clients will be free to choose where to obtain administrative services, either at the local authority (SACC - State Architectural Construction Control) or at State Inspectorate for Architecture and Urban Planning of Ukraine. The goal is to create an alternative within the system and speed up the process of obtaining documents.

2. Appeals

The Government is introducing a mechanism for appealing denials of urban planning conditions and restrictions. Today, even a formal or unfounded refusal can halt a project for months. From now on, such decisions can be appealed to the State Agency for Urban Planning and Architecture. If the refusal is deemed unfounded, the client will have the opportunity to continue the design process in compliance with urban planning documentation requirements—the project will no longer be blocked due to formal decisions.

3. Draft Law

The Government has instructed the Ministry for Communities and Territories Development and the Ministry of Justice to immediately draft and submit a bill setting clear deadlines for appealing construction decisions.

“These decisions are part of a comprehensive urban planning reform. The next step should be legislative changes, particularly in the areas of community spatial planning and ensuring legal certainty in construction.

We are pursuing deregulation in other areas. The state’s task is to make life easier for businesses and create conditions for the country’s rapid reconstruction,” emphasized Yulia Svyrydenko.
