Government allocates UAH 2.9 billion in 2025 for Sumy region’s reconstruction and development programmes and projects

Following a working visit to Sumy region, a government meeting chaired by Prime Minister Denys Shmyhal addressed pressing regional issues. The Prime Minister announced that in 2025, the Government has allocated UAH 2.9 billion for programmes and projects aimed at the region’s reconstruction and development. This funding includes support for restoring infrastructure and the economy, enhancing security, and addressing the immediate needs of local communities. Recently, he noted, a decision was made to provide over UAH 200 million in additional grants to strengthen Sumy region communities.

Denys Shmyhal also emphasised that the Government was actively supporting housing reconstruction, assisting people whose homes were damaged. During the meeting, the Prime Minister instructed the Ministry for Communities and Territories Development and the Ministry of Internal Affairs to explore options for compensating property damage in frontline areas where access for relevant commissions is limited. Additionally, he tasked authorities with determining procedures for assessing destroyed immovable property in such areas.

“Responsible officials and agencies must develop methodologies to ensure people receive funds for reconstruction,” said Denys Shmyhal.

The meeting also covered preparations for the heating season and the autumn-winter period. Particular attention was given to additional funding for restoration work at the Okhtyrka and Shostka combined heat and power plants, as well as urgent repairs to critically needed bridges and roads that support community life and the Armed Forces.

Furthermore, the Prime Minister instructed authorities to accelerate the privatisation of PJSC Sumykhimprom to attract strategic investors and to resolve taxation issues for agricultural land hosting fortification structures.

“We are also working on ensuring that relocated businesses pay taxes at their registered locations in frontline regions and preventing the liquidation of industrial parks in these areas,” the Prime Minister noted.

He stressed that the Ministry for Communities and Territories Development and the State Agency for Restoration and Infrastructure Development must collaborate with Sumy region to address the needs of each community.
