Government updates the Ukraine Facility Plan


The Government has approved amendments to the resolution approving the Ukraine Facility Plan, over which the team of the Ministry of Economy, Environment and Agriculture as the National Coordinator had been working for several months together with central executive authorities and the Directorate-General for Enlargement and Eastern Neighborhood (DG ENEST).

Ukraine's plan was developed in 2023, and in the process of its elaboration, the European Commission provided for the possibility of changing the terms of the Plan in the event of objective circumstances. Two years after the start of work on the Plan, it became necessary to update the commitments under the Ukraine Facility program.

The possibility of amending the Ukraine Plan is provided for by Regulation (EU) 2024/792 establishing the Ukraine Facility, and making such adjustments is a standard procedure laid down by the program's architecture.

"This is a planned procedure, the same as the review of the program of cooperation with the IMF, which we carry out on a quarterly basis. At the same time, Ukraine can take certain steps even faster than agreed with its partners during the initial formation of the Plan," said Oleksii Sobolev, Minister of Economy, Environment and Agriculture.

For example, already in QIII 2025, Ukraine should adopt legislation on the sale of public sector banks and on the transposition of the Integration Electricity Package, which were originally scheduled for QI 2026 and QIV 2025, respectively. Similarly, in QIV 2025, the law on the

laws to stimulate investment in renewable energy sources are to come into force, those scheduled for QIII 2026.

Following the approval of the amendments to the CMU's order approving the Plan, Ukraine will send the Government-backed version of the Plan to the European Commission for final evaluation. After receiving its recommendation, the new version of the Plan will be approved by the EU Council.

We expect that the EU Council will approve the changes by the end of September, thus allowing us to report for QIII 2025 according to the new schedule of planned steps.

The National Coordinator has managed to reach a consensus with the European Commission on all the changes and the Government will continue to implement the Ukraine Plan in accordance with the new conditions agreed with the EC. The adopted amendments will allow Ukraine to continue implementing the Plan in full and without violating the deadlines.
