Government expands opportunities for granting status to children affected by war
On 1 September 2025, the Cabinet of Ministers of Ukraine adopted amendments to the procedure for granting the status of a child affected by military actions and armed conflicts.
The status can now be obtained not only at the place of internal displacement but also at the place of application or where the child is located by local executive authorities or local self-government bodies.
“Currently, over 412,000 children have been granted the status of those affected by the war, but this is not the final figure. Over a million children have been forced to flee the war, and thousands have experienced loss and trauma. Our task is to ensure that no child is left alone with their pain and that they receive the support and protection of the state,” emphasised Denys Uliutin, Minister of Social Policy, Family and Unity.
Among other changes, the grounds for granting the status have been expanded to include deportation or forced displacement, the death or disappearance of parents (or one parent) due to the war, and other cases of children being deprived of parental care as a result of military actions and armed conflicts.
As a reminder, the Verkhovna Rada has passed in the first reading a draft law developed by the Ministry of Social Policy, Family and Unity to create better conditions for childcare, significantly increase payments for families with children, and provide additional support for families with children with disabilities.
