Government prolongs limitation on export of strategic raw materials in 2026
The Government has adopted a decision to prolong limitations on the export of certain types of raw materials in 2026. This involves the introduction of a licensing regime and quotas for the export of resources that are critical to the stable functioning of the economy in wartime.
First and foremost, this concerns scrap metal. It is needed by Ukrainian metallurgical and machine-building enterprises for the production of goods for defence, reconstruction and the domestic market. When scrap metal is processed in Ukraine, it means jobs, taxes and finished products, rather than raw materials being exported abroad.
Restrictions will also apply to the export of unprocessed timber. Due to the war, logging volumes have decreased while wood is needed for heating, housing reconstruction, the operation of woodworking enterprises, and to meet the needs of the Armed Forces of Ukraine. Therefore, priority is given to the domestic use of this resource.
"During the war, it is important that strategic resources work for the country and are not exported abroad. Licensing and quotas allow scrap metal and timber to be directed towards the needs of Ukrainian production, defence and reconstruction. This means jobs, taxes and finished products in Ukraine. This approach helps to maintain economic stability in challenging times," said Vitalii Kindrativ, Deputy Minister of Economy, Environment and Agriculture of Ukraine.
Overall, the decision is aimed at preserving strategic resources in the country, supporting Ukrainian production and reduce dependence on imports. This enables key sectors of the economy to operate steadily and meet the needs of the state and communities facing the challenges during the war.
