The Government pursues implementation of support programmes for internally displaced Ukrainians who have been evacuated from border communities and lost their homes as a result of russian attacks. This was announced by the Prime Minister of Ukraine, Yulia Svyrydenko.

According to her, a number of state support programmes are currently in place for IDPs:

1. Monthly living allowance

Around 1 million IDPs receive a monthly living allowance. Since the start of the year, the state has allocated UAH 10.6 billion to fund living allowances for IDPs.

The Government has also expanded the list of eligible recipients so that children among IDPs can receive assistance regardless of their family’s income level. The deadline for submitting applications via Pension Fund branches or the website has been extended to 1 June 2026.

2. Nursing care service for older people

Following evacuation, older IDPs may be sent directly from the transit centre to medical facilities for recovery. Over a period of 60 days, they receive qualified medical care, psychological support and assistance from a social worker who helps identify options for future accommodation.

3. Housing for IDPs

Under the eOselia programme, the state reimburses 70% of the initial mortgage deposit for IDPs and residents of frontline areas, as well as 70% of loan repayments in the first year.

Moreover, an additional payment of UAH 40,000 is provided to cover all fees associated with arranging a mortgage. Over 2,500 applications are currently being processed.

“In addition, the Government has allocated UAH 1 billion in grants to expand and refurbish temporary accommodation facilities, taking into account accessibility requirements,” said Yulia Svyrydenko.
