  • Hennadii Zubko: Ukrainian citizens should be protected from the lack of responsibility of local officials

    People will not be victims of local authorities failing to provide heating to their homes. We have protected Ukrainians from such irresponsible attitude. We have imposed a direct ban on disconnecting from gas and limiting the energy supply by heating providers during the heating period, thereby allowing to provide all Ukrainians with heating in winter. The Vice Prime Minister/ Minister for Regional Development, Construction, Housing and Utilities of Ukraine Hennadii Zubko announced while commenting on the adoption of two governmental decrees at a meeting of the Government.

    "We are introducing the guarantees of uninterrupted activity of the district heating enterprises and, most importantly, we provide all the conditions for provision of quality services to citizens during the heating period. We have also supported the heating providers amid increasing gas tariff. The issues of payment by district heating providers (DHP)and thermal power stations (TPS) to the Naftogaz for natural gas have been settled. For DHP in the period of December 1, 2018 - April 1, 2019, the level of payments for PJSC Naftogaz for gas supplies will make up 78%, while for TPS - 60% (by now it was 90%). Our goal is to ensure uninterrupted supply of natural gas to heat suppliers during the heating season of 2018/19", stressed Hennadii Zubko.

    Moreover, he accentuated that the smooth passage of the heating period is the remit of local authorities. Municipalities, having all the possibilities - financial and technical, are responsible for the timely connection of social and residential facilities to heating systems. Beginning and passing of the heating season is absolutely planned work, which is carried out not in one day or one week. And it should be systemic and coordinated.
