Olha Stefanishyna: Ukraine will receive a EUR 330 million assistance from the EU to support the population and economy during the war

Ukraine will get a EUR 330 million resource from the EU under the EU Emergency Support Instrument. These funds are intended to back the population affected by russia's war against Ukraine, and will help strengthen the country's resilience.

The relevant agreement was signed by the Deputy Prime Minister for European and Euro-Atlantic Integration of Ukraine Olha Stefanishyna on behalf of Ukraine and Acting Head of Support Group for Ukraine, Deputy Director General of the Directorate General for Neighborhood and Enlargement Negotiations of the European Commission Katarina Maternova on behalf of the EU.

"The emergency aid package is an important step to support Ukrainians in war. We are uniting our efforts to alleviate the suffering of Ukrainian citizens and strengthen Ukraine’s resilience to resisting russia’s full-scale war," Olha Stefanishyna commented. "We feel the EU leadership and sincerely thank our partners for such a necessary decision."

In particular, the agreement provides financial, technical and other assistance for:

• ensuring public access to food, cash, health and hygiene, housing, including for internally displaced persons (IDPs), and other relevant goods during and immediately after the end of a military conflict;

• strengthening the protection of civilians, activists and other victims of military conflict;

• support for Ukrainian refugee pupils and students and education systems in the host countries;

• support for IDPs and returnees at all levels (from primary to higher education and professional training);

• support for state authorities of Ukraine;

• ensuring access to protection means for civilians, health workers and emergency services;

• support for the further implementation of the Association Agreement/DCFTA;

• support of relevant cultural institutions of Ukraine, public institutions and organizations working in the field of culture and creativity and those engaged in the preservation of cultural heritage of Ukraine;

• support for contingency planning for better post-war / ceasefire rescue operations;

• purchase and distribution of sets of agricultural equipment among small farms located in areas affected by the military conflict or areas where supply chains have been disrupted;

• providing continuous operation, financial and other support to small farms and enterprises, in particular for the resumption of business activities abroad;

• increasing the capacity and financial stability of civil society organizations and the media;

• strategic planning and reconstruction of civilian and transport infrastructure due to military conflict;

• increase of energy sustainability, including strengthening security and restoring energy infrastructure, energy supply and reserves.

The funding is provided from the EU budget in accordance with the Neighborhood, Development and International Cooperation Instrument.
