Ukraine launches systematic ESG implementation: Government approves roadmap for developing sustainable finance instruments

Ukraine continues to introduce European approaches to sustainable finance. To this end, at its meeting on 30 September, the Cabinet of Ministers of Ukraine approved the Roadmap for Implementing Environmental, Social and Governance (ESG) Approaches and Sustainable Finance Instruments. The document sets out practical steps to develop the relevant regulatory framework, attract investment, and integrate ESG principles into public policy and the economy.

"ESG is about modern rules of economic development and attracting investment. The Roadmap will help gradually introduce European approaches to sustainable finance in Ukraine and create clear rules for the state, business, and investors," said Deputy Minister of Economy and Environment of Ukraine Oleksandr Krasnolutskyi.

The Roadmap covers 2026–2028. It provides for establishing the regulatory, institutional, methodological, and information and analytical basis for implementing ESG approaches, and for integrating them into financial, investment, and related regulatory practice.

The document provides for:

  • building a coherent national sustainable finance system;
  • creating the legal basis for introducing a taxonomy of sustainable economic activities;
  • introducing approaches to corporate sustainability due diligence;
  • integrating ESG approaches into the public investment management system and developing monitoring of sustainable finance flows;
  • developing sustainable finance instruments, improving Ukraine's investment attractiveness, and expanding access to capital markets;
  • fulfilling Ukraine's obligations under the European Union accession process.

The Roadmap will become one of the key tools for implementing European sustainable finance standards in Ukraine, strengthening investor confidence, and creating conditions for attracting investment in recovery and the long-term development of the economy.
