Ukraine, the United Kingdom and Estonia to deepen cooperation in digital technologies and innovation
The countries are joining forces to develop joint initiatives in artificial intelligence, implement innovative GovTech solutions, and support research and educational projects that strengthen Ukraine’s digital economy.
To this end, a memorandum of cooperation in digitalisation was signed with the UK Foreign, Commonwealth and Development Office and Department for Science, Innovation and Technology, as well as with the Ministry of Justice and Digital Affairs of the Republic of Estonia.
The signing took place during the WINWIN Summit 2025: The Power of Innovations – a conference bringing together representatives of government, business, education, science, and international organisations to advance innovation, artificial intelligence, and Ukraine’s digital economy.
“We are collaborating with leaders in digital transformation. Estonia is our mentor in digitalisation, and the United Kingdom was one of the first countries to join the development of innovation in Ukraine. Signing the new memorandum is a step forward and confirmation of a shared vision for the future. Together, we will create breakthrough solutions and develop AI in public services to make them even more convenient, faster, and more efficient,” stated First Deputy Prime Minister and Minister of Digital Transformation Mykhailo Fedorov.
Partnership with the United Kingdom and Estonia – global leaders in digital transformation – will enable Ukraine to adopt modern technologies in the public sector more quickly, enhance cyber protection, and create convenient digital services for citizens and businesses.
Liisa Pakosta, Minister of Justice and Digital Affairs of Estonia, stated that Estonia was proud to stand alongside Ukraine and the United Kingdom in advancing secure and human-centred digital governance. She emphasised that through this cooperation, the countries once again reaffirmed that digitalisation was not merely a tool for innovation but also for freedom, resilience, and trust – values that shape the democratic digital future being built in partnership.
The signed memorandum opens a new phase of cooperation between Ukraine, the United Kingdom, and Estonia in digital governance, innovation, and cyber resilience.
Charlotte Suren, Deputy British Ambassador to Ukraine, said that it had been a great honour for her to participate in the WINWIN Summit, to celebrate Ukraine’s new world record alongside First Deputy Prime Minister Mykhailo Fedorov, and to sign the extension of the trilateral partnership in digitalisation between Ukraine, the United Kingdom, and Estonia. She noted that this partnership contributed to building a safe and bright future and was perfectly reflected in the Century Partnership between the United Kingdom and Ukraine, where science and innovation played a key role. She added that the United Kingdom had much to learn from Ukraine, which was demonstrating unique results in digital transformation.
Key areas of joint work:
- development of digital governance technologies and public services;
- exchange of experience in artificial intelligence, open data, and cybersecurity;
- support for startups and innovative companies;
- joint educational programmes on digital literacy and innovative management;
- implementation of the goals of the WINWIN Strategy for Digital Development and Innovation of Ukraine until 2030.

Today, we have taken the next step – signing a new memorandum that opens new areas of joint work. The document will combine experience and resources to develop digital services, cyber resilience, and artificial intelligence in the public sector. The memorandum signing is part of the implementation of the WINWIN Strategy for Digital Development and Innovation of Ukraine until 2030, which provides for international partnerships to enhance the country’s technological potential and integrate Ukraine into the global innovation space.
