Ukraine and EU discuss progress in implementing Ukraine Plan under Ukraine Facility


On 4 February, a regular coordination meeting between the Ukrainian side and representatives of the European Commission on the implementation of the Ukraine Plan under the Ukraine Facility programme took place at the Ministry of Economy, Environment and Agriculture.

The meeting was attended by Deputy Ministers of Economy, Environment and Agriculture Daria Marchak and Anna Artemenko, as well as representatives of central executive authorities and involved stakeholders responsible for fulfilling the commitments of the Ukraine Plan. Such meetings are held regularly and are provided for in the Ukraine Facility implementation regulations.

“The Ukraine Plan covers complex structural reforms – from the rule of law to energy and heat supply – which require a full legislative cycle, deep inter-agency coordination and alignment with EU law. Despite the complexity of these processes, we are consistently moving forward with the implementation of the Plan, maintaining systematic and high-quality decisions, because it is not only about funding but also about trust and Ukraine’s further integration into the European Union,” noted Deputy Minister Daria Marchak.

European partners confirmed continued support for the implementation of reforms and provided their assessment of progress on a number of indicators.

During the discussion, the parties exchanged assessments of the current progress in implementing the Ukraine Plan, focusing on the results of the fourth quarter of 2025. Particular attention was paid to issues of coordination between responsible bodies, risk management and ensuring timely completion of complex legislative and institutional steps.

As a result of 2025, EUR 10.7 billion in financial support has already been disbursed; payment for the fourth quarter is scheduled for 2026 in accordance with Ukraine Facility procedures.

Following the meeting, the parties agreed to strengthen inter-agency coordination, maintain regular working dialogue and continue joint work to eliminate risks that may affect the timing and quality of implementation of the Ukraine Plan.

Background

Ukraine Facility is an EU programme with a total volume of EUR 50 billion aimed at ensuring macroeconomic stability, modernisation, reconstruction and acceleration of Ukraine’s European integration in 2024–2027. Funding is provided in tranches after Ukraine confirms the implementation of agreed structural indicators.
