Ukraine and Japan sign JPY 6.2 billion grant agreement for the fifth phase of the Emergency Recovery Programme: around 40% of the funds to support projects of the Ministry for Communities and Territories Development

A Grant Agreement between Ukraine and the Japan International Cooperation Agency (JICA) has been signed for the implementation of the fifth phase of the Emergency Recovery Programme.

The document was signed by Deputy Prime Minister for Restoration and Minister for Communities and Territories Development of Ukraine Oleksii Kuleba and Chief Representative of the JICA Ukraine Office Osamu Hattori.

The Government of Japan is allocating JPY 6.2 billion (approximately USD 40 million) for priority recovery needs. The funding is aimed at strengthening critical infrastructure and supporting socially significant sectors in communities.

The Ministry for Communities and Territories Development will coordinate a sub-project focused on restoring and improving public infrastructure. This includes a grant of JPY 2.4 billion (approximately USD 15 million), under which marine equipment, equipment and machinery for Kyivvodokanal, and equipment for municipal enterprises in cities are planned to be procured.

“Four years of full-scale war have caused enormous and unprecedented damage to Ukraine’s infrastructure and housing stock. The most difficult situation remains in frontline regions, where basic services for the population must be restored urgently, and this process is impossible without the support of international partners. Together with JICA Senior Vice President Yuko Mitsui and Ambassador of Japan Masashi Nakagome, we signed an agreement launching the fifth phase of the Emergency Recovery Programme. We are deeply grateful to the Government of Japan for its systematic and consistent solidarity and readiness to respond swiftly to the daily challenges faced by Ukraine,” Oleksii Kuleba said.

The remaining funds will be distributed among relevant ministries in the following sectors: healthcare (procurement of medical equipment), agriculture (support for agricultural producers), and public broadcasting (technical support to ensure the stable operation of media services).

Also joining the signing ceremony from the Japanese side were Ambassador Extraordinary and Plenipotentiary of Japan to Ukraine Masashi Nakagome and JICA Senior Vice President Yuko Mitsui. During the meeting, Oleksii Kuleba discussed with Yuko Mitsui the possibility of continuing Japanese-Ukrainian cooperation, including grant and technical assistance projects to support community resilience.

At present, the Emergency Recovery Programme (Phases 1, 2, 3 and 4) and the technical assistance project “Emergency Recovery and Reconstruction Project” are being successfully implemented with the support of the Government of Japan. Under the previous phases, Ukraine has already received assistance totalling JPY 100 billion (more than USD 700 million).

Within these projects, specialised machinery and equipment are already being supplied for the energy, transport, agricultural, medical, educational and municipal sectors, as well as for debris waste management, wastewater disposal, water supply, public broadcasting and humanitarian demining.

The Ministry for Communities and Territories Development of Ukraine coordinates the implementation of the Programme, ensuring direct interaction between the Japanese side and end recipients of assistance at the local level.
