Ukraine has ratified agreement with Switzerland on cooperation for Ukraine’s recovery
The Verkhovna Rada of Ukraine has adopted the Law “On the Ratification of the Agreement between the Cabinet of Ministers of Ukraine and the Federal Council of Switzerland on Cooperation in the Process of Ukraine’s Recovery.” The parties signed the agreement on July 10, 2025, in Rome. Its ratification opens the door to securing systematic support from Switzerland for Ukraine’s reconstruction.
The document provides for the provision of non-repayable financial and technical assistance to Ukraine for the implementation of reconstruction projects. Specifically, this involves financing the procurement of goods and services from Swiss companies. The agreement is part of the broader 2025–2028 Country Programme for Ukraine and will remain in effect until the end of 2036.
Support will be directed primarily toward strengthening key sectors - energy, transport and mobility, construction, water supply, as well as emergency prevention and response.
“The ratification of this Agreement opens new opportunities for the systematic recovery of Ukraine in partnership with Switzerland. This involves not only financial support but also access to modern technologies, solutions, and expertise that have already proven their effectiveness. It is important to us that the assistance will be directed toward specific projects in key sectors — from energy to infrastructure and water supply. This will accelerate recovery, improve the quality of public services, and lay the foundation for the country’s sustainable development,” said Ihor Bezkaravaynyi, Deputy Minister of Economy, Environment, and Agriculture of Ukraine.
Funding will be provided from the budget of the Swiss State Secretariat for Economic Affairs and approved annually by the Swiss Parliament. The amount of assistance will be determined at the beginning of each fiscal year.
The agreement stipulates that Ukraine will independently identify priority needs for reconstruction. Based on these needs, a list of goods and services that can be provided by the Swiss side will be compiled. Furthermore, the parties will jointly identify specific projects and solutions for funding.
