Ukraine received EUR 100 million from the Council of Europe Development Bank to support IDPs
Ukraine has received the second tranche of EUR 100 million from the Council of Europe Development Bank (CEB) to implement the project supporting internally displaced persons (IDPs). The funds have already been transferred to the general fund of the State Budget.
Thus, in 2025, Ukraine has fully drawn down the entire EUR 200 million allocated under this project. These resources will ensure uninterrupted financing of essential social payments for IDPs, including housing, food, medical care, and education for children of those forced to flee their homes due to the war.
The project “Support to Internally Displaced Persons in Ukraine” is aimed at helping IDPs integrate into new communities, ensuring access to essential services, strengthening local economies, and reducing social tensions.
“When we talk about the EUR 200 million project supporting internally displaced persons, we are talking about much more than money. Behind these figures are real people and families. These are thousands of individuals who were forced to leave their homes and today receive temporary yet vitally necessary support. The fact that we have fully utilized these funds and they are already working within the State Budget is not just a financial indicator. It is proof of our shared ability to respond quickly and effectively to the most pressing social challenges,” emphasized Deputy Minister of Finance Olga Zykova.
As a reminder, over two years of cooperation with the CEB, Ukraine has attracted nearly EUR 430 million – around 80% of the total loan resources the Bank currently provides to our country. These funds are directed toward implementing social projects in healthcare, providing housing for citizens affected by the war, and supporting internally displaced persons.
To date, the Council of Europe Development Bank’s project portfolio in Ukraine includes five projects totaling EUR 550 million.
