Ukraine’s state budget has received EUR 3.7 billion from the European Union under the Ukraine Support Loan (USL), a financial instrument worth up to EUR 90 billion for 2026–2027.

The funds will finance priority state budget expenditure, help keep public institutions operating and support Ukraine’s macro-financial stability amid Russia’s full-scale war of aggression.

With this latest tranche, Ukraine has received EUR 7.7 billion under the budget support component of the USL, including EUR 6.9 billion in macro-financial assistance. Ukraine received the first macro-financial assistance tranche of EUR 3.2 billion in June 2026.

“Timely disbursement of international financing is critical to keeping public finances stable during the full-scale war. This EUR 3.7 billion tranche helps us meet our budget obligations while preserving domestic resources to finance the security and defence sector. The Ukraine Support Loan gives Ukraine a more predictable funding outlook for 2026–2027. I am grateful to the European Union for its sustained support and for working with us to implement this instrument,” said Ukraine’s Minister of Finance Sergii Marchenko.

The Ukraine Support Loan provides for up to EUR 45 billion in support for Ukraine in 2026. This includes EUR 16.7 billion to meet budget needs and EUR 28.3 billion to strengthen Ukraine’s defence capabilities, including its defence industry. Of the defence allocation, EUR 15.8 billion has already been mobilised.

Budget support is provided through two mechanisms, EU macro-financial assistance and the Ukraine Facility. Each provides for up to EUR 8.35 billion in 2026.

Disbursements of macro-financial assistance are linked to Ukraine’s implementation of reforms agreed with the EU to strengthen public financial management, improve the efficiency of public spending, mobilise domestic revenue and advance Ukraine’s European integration.

The Ministry of Finance of Ukraine continues to work with other government authorities to meet commitments under programmes with international partners and ensure the timely disbursement of subsequent tranches.

Background

The Ukraine Support Loan is an EU financial instrument worth up to EUR 90 billion for 2026–2027. Of this amount, EUR 30 billion is earmarked for economic and budget support and €60 billion for defence needs.

The European Union raises the funds on international capital markets, backed by guarantees from the EU budget. The loan principal is expected to be repaid from future reparations or other compensation payments from Russia.

The instrument is designed to provide stable and predictable financing for Ukraine’s priority needs throughout the ongoing full-scale war.
