Ukraine integrates into the European medical statistics system: Ministry of Health and OECD to exchange data for general medical reporting from 2026

The Ministry of Health of Ukraine hosted a working meeting between Deputy Minister Ihor Kuzin and representatives of the Organisation for Economic Co-operation and Development (OECD: Head of the OECD Health Division Francesca Colombo, and Head of Health Accounts, David Morgan. During the meeting, it was agreed that Ukraine would join the OECD's common reporting system from 2026.

The parties also discussed further development of cooperation between Ukraine and the OECD, in particular, in the field of health statistics, which is a key tool for assessing the health of the population, the effectiveness of medical care and health system planning. Medical statistics cover indicators of morbidity, mortality, fertility, physical development, and the performance of medical institutions.

"Medical statistics provide the foundation for a modern health system. They allow us to accurately assess patient needs, plan funding, update treatment standards, and respond to challenges that affect the health of the population. Cooperation with the OECD will help Ukraine switch to international reporting standards and make our data comparable with that of European countries. This means more effective decisions, better quality medical care and transparency for citizens," said Deputy Minister of Health Ihor Kuzin.

As early as 2026, Ukraine will first be able to report fully in accordance with international standards and be included in the general European health report. OECD experts will provide support in analysing available data and determining which indicators are missing for full reporting.

The parties also agreed on:

  • holding a series of joint technical sessions, consultations and working meetings with the participation of the Ministry of Health, the National Health Service, the Public Health Centre and other relevant institutions;
  • further support and expert advice on the preparation and submission of statistical reports by Ukraine to the OECD;
  • strengthening the institutional capacity of state bodies in the field of collection, verification and analysis of medical statistics.

Cooperation with the OECD will be an important step in enhancing the transparency, quality and effectiveness of management decisions in the healthcare system.
