Ukraine prepares negotiating position with the EU on digital transformation and media

The Ministry of Digital Transformation, as the coordinator of Chapter 10 of the EU accession negotiations, is working on preparing a negotiating position on digital transformation and the media. A meeting of the working negotiation group was held under the chairmanship of Oleksandr Borniakov, Deputy Minister of Digital Transformation for European Integration. It brought together representatives of government agencies, NGOs, and business associations.

The participants reviewed the draft negotiation document that includes:

  • analysis of the compliance of Ukrainian legislation with EU law and the timeframe for Ukraine to fully synchronize its legislation with EU law;
  • proposals that require more time or special conditions to move to European standards; and
  • request for accelerated integration within the Chapter that means Ukraine's inclusion in EU initiatives, groups, and bodies until membership.

In addition, a consultation meeting was held with Aleksandar Andrija Pejović, an international expert of the project “Eastern Partnership. Regional Fund for Public Administration Reform II “ (GIZ) and former chief negotiator of Montenegro on European integration. He shared his experience in organizing negotiations, explained how to determine which EU rules Ukraine will implement immediately and which ones require additional time or special conditions. He also explained how to build a clear and effective position of Ukraine in the negotiations.

We continue systematic preparations for the negotiation process with the EU to ensure rapid and effective accession to the EU digital internal market and harmonization of legislation with European standards.
