Ukraine adapts legislation to EU rules on accreditation and technical regulation

The Cabinet of Ministers of Ukraine has approved a draft law that adapts Ukrainian legislation to European norms in the field of accreditation of conformity assessment bodies and technical regulation. This step is based on the EU-Ukraine Association Agreement and the recommendations of the European Commission. The adoption of the Law will help to increase transparency and trust in the national accreditation system, creating new opportunities for Ukrainian producers in the European market.

Key changes:

  • Mutual recognition of accreditation conducted in Ukraine and the EU.
  • Improvement of the mechanisms of product compliance with European standards.
  • Increased business responsibility for the accuracy of product information.
  • Interaction between the national authorities of Ukraine and the EU.

“This law is an important step in preparing for the signing of the Agreement on Conformity Assessment and Acceptance of Industrial Products (ACAA), the so-called ‘industrial visa-free regime’. During the screening of the Free Movement of Goods section in Brussels and expert missions in 2024, the European Commission identified this law as a priority,” said Deputy Minister of Economy Vitaliy Kindrativ.

The draft law is based on the provisions of Regulation 2008/765/EC and Decision 2008/768/EC. The document will greatly simplify the entry of Ukrainian goods to the European market.

An important step will be the expansion of cooperation with the European Commission, national accreditation bodies and authorities of EU member states. These efforts will ensure effective adaptation of the Ukrainian industry to European requirements.

After the Law is adopted, it is planned to develop bylaws that will detail the procedures for its implementation. Ukraine’s national accreditation body will also continue to integrate into European programmes and projects.
