Ukraine adapts Ukrainian agriculture to new EU environmental requirements
The Cabinet of Ministers of Ukraine is launching a pilot project to implement a due diligence mechanism for agricultural products exported to EU member states. This involves confirming compliance with EU legislation (acquis) that the products were grown on land that has not been subject to deforestation or forest degradation since December 31, 2020.
The relevant resolution was adopted on May 20. The Government’s decision aims to adapt the Ukrainian agricultural sector to the requirements of EU Regulation 2023/1115 on the prevention of deforestation and forest degradation, which takes effect on January 1, 2027. At the same time, the implementation of the resolution is intended to ensure uninterrupted access for Ukrainian agricultural products to the European Union market and minimize risks for domestic exporters.
As part of the project, an automated geoinformation system will be created within the State Agrarian Register (SAR) to collect, process, and verify information about land plots where export products are grown. The system will ensure full traceability of the supply chain—from the land plot to export to the EU market.
How to use the new mechanism
The producer submits an application for due diligence through the SAR’s online portal → based on this data, an extract is generated to confirm the product’s compliance with EU legislation → verification of the information is carried out through electronic interaction between the SAR and the State Land Cadastre and the State Register of Real Rights to Immovable Property via the Trembita system.
“The introduction of a due diligence mechanism is an important step toward aligning the Ukrainian agricultural sector with European requirements and ensuring continued access for Ukrainian products to the EU market. This will minimize the risks of trade restrictions, increase the transparency of supply chains, and strengthen the competitive position of Ukrainian producers,” said Denys Bashlyk, Deputy Minister of Economy, Environment, and Agriculture of Ukraine.
The implementation of the resolution will also contribute to the digitalization of state processes in the agricultural sector, Ukraine’s fulfillment of its international obligations under the Association Agreement with the EU, and will strengthen controls to prevent deforestation and forest degradation.
The introduction of the new mechanism will increase production transparency, promote the development of an environmentally responsible agricultural sector, and strengthen Ukraine’s international image as a reliable trading partner.
