Ukraine’s 2027 Draft State Budget allocates UAH 292.5 billion to healthcare
The Government has adopted and submitted the draft State Budget for 2027 to the Verkhovna Rada of Ukraine.
Under the draft budget, total State Budget expenditures on healthcare in 2027 will amount to UAH 292.5 billion (excluding expenditures from local budgets and funding for departmental healthcare facilities). Of this amount, UAH 225 billion is allocated to the Medical Guarantees Programme, which is UAH 33.5 billion more than in the current year.
“The 2027 draft budget was prepared amid significant financial challenges caused by the full-scale war. Security and defense remain the top priority, while at the same time the Government is finding ways to increase funding for the social sector. In particular, the draft provides for an increase in healthcare spending to UAH 292.5 billion. Of this amount, UAH 225 billion is allocated to the Medical Guarantees Programme — UAH 33.5 billion more than this year. This will make it possible to strengthen funding for healthcare services, expand the Affordable Medicines Programme, revise reimbursement tariffs, and create opportunities to increase healthcare workers’ pay. We are working on amendments to the Cabinet of Ministers’ resolution that sets the minimum level of remuneration for healthcare workers. We plan to increase the basic salary level to UAH 30,000 for doctors and UAH 20,000 for nurses. We are also significantly increasing funding for centralized procurement of medicines and medical devices. Our priority is to ensure high-quality, accessible and free healthcare for patients, as well as decent working conditions for healthcare workers,” said Viktor Liashko, Minister of Health.
Increased funding for the Medical Guarantees Programme will make it possible to strengthen funding for healthcare services in key areas, expand the Affordable Medicines Programme, and revise the tariffs under the Medical Guarantees Programme. Additional funding will also create opportunities to increase healthcare workers’ salaries. In particular, it will allow the guaranteed minimum salary level to be raised to UAH 30,000 for doctors and UAH 20,000 for nurses.
Ensuring patients have access to medicines and medical devices also remains a key priority. To this end, funding for the Affordable Medicines Programme is planned to increase significantly to UAH 21.7 billion — UAH 13 billion more than in 2026. In 2027, UAH 20.8 billion is allocated for centralized procurement of medicines — UAH 5.6 billion, or almost 37%, more than this year. This is the largest increase in funding for centralized procurement and the reimbursement programme since their inception.
The additional funding will help strengthen the provision of essential medicines and medical devices to patients. Priority areas will continue to include medicines for the treatment of cancer and cardiovascular diseases and viral hepatitis, as well as medical devices for orthopedic, traumatology and neurosurgical procedures. In addition, a procurement buffer is planned for key areas of centralized supply to ensure continuity of procurement and deliveries and minimize the risk of supply disruptions.
UAH 10 billion is planned for the 40+ Health Screening Programme in the 2027 budget. The programme is designed to enable the early detection of cardiovascular diseases, diabetes and mental health disorders.
The draft budget also provides increased funding for medical education — UAH 867 million more than in 2026. These funds will help improve the quality of medical education.
Modernization of forensic medical examination bureaus will also continue in 2027. Additional funding of more than UAH 400 million is planned for upgrading infrastructure and equipment, as well as increasing the salaries of forensic medical experts. This will help attract and retain specialists and improve the quality of the service.
Funding for free dental prosthetics and dental care for military personnel, veterans and people affected by the Chornobyl disaster will increase by almost UAH 300 million in 2027, reaching UAH 1.6 billion. The state will also continue to fund services for military personnel and other eligible groups related to the collection, cryopreservation and storage of reproductive cells.
More than UAH 4.3 billion is planned for the public health system and measures to combat epidemics.
The draft budget also provides a UAH 1.2 billion state budget subvention to local budgets. The funds will cover current expenditures of healthcare facilities, including blood service facilities, as well as provide children with rare diseases with specialized therapeutic nutrition products.
Another important area is encouraging healthcare workers to work in rural and frontline areas to ensure equal access to healthcare services for Ukrainians. The 2027 draft State Budget provides more than UAH 160 million for one-time payments of UAH 200,000 to young doctors who sign three-year contracts to work in such communities, as well as for opportunities to provide them with official housing.
Another key priority is implementing public investment projects in healthcare to modernize and develop medical infrastructure. In 2027, such projects are planned to be implemented with a total value of UAH 13.3 billion from various sources of funding, including UAH 8.3 billion from the general fund of the State Budget. The funds will be used to continue projects already underway, launch new ones, and purchase modern medical equipment.
