13th meeting of the Ukraine Donor Platform Steering Committee took place in Kyiv
The Ministry of Economy of Ukraine participated in the 13th meeting of the Steering Committee of the Ukraine Donor Platform. Representatives of the Ukrainian Government, G7 countries, and the European Union held this event in Kyiv. The meeting brought together senior members of the Platform, observers, and representatives of international financial institutions, who reaffirmed their solidarity with Ukraine. Providing effective support for Ukraine’s recovery and reconstruction remains a key priority for Platform members, who intend to further strengthen their engagement in this area.
The meeting was opened by Prime Minister of Ukraine Denys Shmyhal, alongside Gert Jan Koopman, Director-General for Enlargement and Eastern Neighbourhood from the European Commission, and Christopher Bergaust, Acting Coordinator for U.S. Assistance to Europe, Eurasia, and Central Asia at the U.S. State Department.
Key topics discussed at the 13th Steering Committee meeting of the Platform included:
- Securing funding for Ukraine’s budgetary needs.
- Continuing and expanding international assistance.
- Implementing reforms with a primary focus on Ukraine’s EU membership perspective.
- Stimulating foreign direct investment and increasing the private sector’s role in reconstruction.
“The private sector plays a crucial role today in Ukraine’s recovery and economic growth. The Government is already implementing a range of effective initiatives to support Ukrainian businesses and foreign companies ready to operate in our country. Now, we need more high-quality private projects and are working on an initiative to prepare them. We are also expanding tools to protect investments and the ecosystem for attracting them: we are involving partner countries, international financial organisations, and direct investment funds to develop new initiatives and channel capital into priority sectors. Coordination of these efforts within the Ukraine Donor Platform is very important,” emphasised Oleksii Sobolev, First Deputy Minister of Economy.
During the event, Platform representatives also highlighted Ukraine’s success in implementing the Plan for the Ukraine Facility and significant progress in reforming public investment management (PIM). A key part of the PIM reform includes project preparation mechanisms under development – Ukraine PPF and Ukraine FIRST. The former will be administered by the Ukrainian Government with support from the World Bank, while the latter will be managed by the EIB and EBRD with financial backing from the European Commission. Both mechanisms are expected to become fully operational in the coming months.
International partners also stressed the importance of insuring war risks to support investments and international trade, particularly the return of the global reinsurance business to Ukraine.
The event also featured discussions on further cooperation with the Business Advisory Council (BAC). This group of business leaders from various countries provides advice and practical recommendations to the Ukraine Donor Platform. Oleksii Sobolev emphasised the practical importance of BAC consultations and expressed hope that Ukraine would receive unique, practical, and business-oriented advice to address specific obstacles to attracting foreign investment. He also noted that the Government encourages the personal involvement of company leaders to attract investments through signed agreements, the creation of joint ventures, and new partnerships.
The next meeting of the Ukraine Donor Platform is scheduled for July at the Ukraine Recovery Conference 2025 (URC 2025) in Rome.
