EU-Ukraine Task Force on Defence Industrial Cooperation to facilitate integration of Ukraine’s defence sector into the EU’s SAFE initiative


The Council of the European Union has approved the Security Action for Europe (SAFE) instrument, a major programme aimed at mobilising up to EUR 150 billion for investments in the defence-industrial complexes of EU member states.

Ukraine has been officially recognised as a partner in the SAFE programme. This enables Ukrainian defence industry manufacturers to fully participate in joint European procurement (including purchases from domestic defence enterprises), integrate into supply chains, and implement joint projects in high-tech defence products. This forms the foundation for deeper cooperation, localisation of production, and the development of innovations alongside European partners.

Coordination of Ukraine’s participation in SAFE is managed through the EU-Ukraine Task Force on Defence Industrial Cooperation. The first meeting of this working group took place on 12 May 2025 in Brussels.

The Task Force aims to deepen the integration of Ukraine’s defence industry into the European defence-technological ecosystem, foster joint production and innovative projects, coordinate efforts within the SAFE and EDIP programmes, leverage the SAFE Loans mechanism to finance orders involving Ukraine (enabling scaled-up production and faster deliveries), facilitate systematic information exchange on capabilities, bottlenecks, and technologies, and utilise Ukraine’s combat experience to shape the EU’s technological roadmaps.
