Inter-agency working group established to improve legislation on defence procurement
On 13 November, the Cabinet of Ministers of Ukraine decided to establish an Inter-Agency Working Group on improving the legal framework and reforming the model of defence procurement. This decision will ensure interaction between central government bodies to enhance defence procurement at the legislative level and resolve problematic issues arising during such procurements.
“Today, defence procurement remains one of the most heavily regulated yet highly sensitive areas. There are gaps in legislation, duplication of functions between agencies, and a lack of unified transparency standards. The working group aims to eliminate these problems and build a system that is clear for the military, businesses, and the state,” noted Andrii Teliupa, Deputy Minister of Economy, Environment and Agriculture.
The Inter-Agency Working Group will include representatives from the Ministry of Economy, Environment and Agriculture, the Ministry of Defence, and state enterprises. The working group is a temporary consultative and advisory body of the Cabinet of Ministers of Ukraine.
The main task of the IWG: analysis of normative-legal acts for compliance with the principles and approaches set out in the European Union acquis in the field of defence procurement, as well as NATO recommendations, with a view to improving legislation on defence procurement.
In addition, the Inter-Agency Working Group will involve representatives of central executive bodies, enterprises, institutions and organisations (both national and international), industry associations, and independent experts in its activities to develop the best ways, mechanisms, and methods for improving the defence procurement sector.
