Cooperation in the field of transport and integration into the European network: Oleksii Kuleba met with Magda Kopczyńska

Oleksii Kuleba, Deputy Prime Minister for Restoration – Minister for Communities and Territories Development of Ukraine, met in Brussels with Magda Kopczyńska, Director-General for Mobility and Transport (MOVE) at the European Commission.

The parties addressed issues of Ukraine's transport resilience and its integration into the European transport area.

During the meeting, Oleksii Kuleba emphasized the need to secure funding for the restoration of road infrastructure. In particular, Ukraine requires at least EUR 500 million in guarantees to mobilize resources from the European Investment Bank (EIB) and the European Bank for Reconstruction and Development (EBRD).

“The condition of the roads is already limiting the effectiveness of logistics corridors, particularly the Solidarity Lanes. We are talking not only about repairs, but about the resilience of the transport network as part of European security,” noted Oleksii Kuleba.

According to the latest estimates, the funding requirement for rapid recovery in 2026 amounts to USD 15.25 billion. At the same time, the transport sector accounts for the largest share of recovery needs over the next 10 years—more than USD 96 billion. Due to constant attacks on transport infrastructure, these needs have already increased by 24.2%.

Separately, the parties discussed:

expanding Ukraine’s access to the Connecting Europe Facility (CEF);

using the SAFE Military Mobility instrument to develop critical transport corridors;

developing infrastructure in the Danube region;

and the long-term extension of the Agreement on Freight Transport with the EU.

During the visit, Oleksii Kuleba also presented a state award—the Order of Merit, Third Class — to Maja Bakran Marcich, Deputy Director-General of DG MOVE.

The award was granted for a significant contribution to the development of Ukraine’s transport integration with the European Union, in particular support for the Solidarity Lanes Initiative, transport liberalization, and infrastructure development.
