Ministry of Health and the European Investment Bank discuss implementation of joint investment projects in the healthcare sector
A working meeting was held at the Ministry of Health of Ukraine, attended by the Deputy Minister of Health of Ukraine, Chief State Sanitary Doctor of Ukraine Ihor Kuzin, Head of the European Investment Bank’s (EIB) Regional Hub for Eastern Europe Kristina Mikulova, as well as other representatives of the EIB and the EIB’s JASPERS advisory program for investment projects preparation.
During the meeting, the parties discussed promising areas of cooperation in the healthcare sector, particularly key areas of financial support for the implementation of projects to restore Ukraine’s healthcare system.
“Public access to quality healthcare services is a strategic goal for the development of the healthcare system. That is why the Ministry focuses on projects and partnerships with long-term results: those that strengthen the capacity of healthcare facilities, expand access to services, and align with modern approaches to healthcare delivery. This partnership will make Ukraine’s healthcare system more resilient to external challenges and ensure people have timely access to quality medical care,” said Deputy Minister of Health and Chief State Sanitary Doctor of Ukraine Ihor Kuzin.
In particular, the discussion focused on the potential expansion of cooperation with the European Investment Bank in the field of healthcare in Ukraine. Specifically, the further development of bilateral partnerships and the implementation of comprehensive projects in line with the objectives of the Health Care System Development Strategy.
During the meeting, representatives of the Ministry of Health of Ukraine outlined priority areas for cooperation. These include the development of modern psychiatric and addiction care with its subsequent integration into the general healthcare system; support for maternal and child health programs through early diagnosis and the expansion of the neonatal screening network; the modernization of the Ministry of Health’s sanatorium and resort facilities with their subsequent transformation into modern rehabilitation centers for veterans; and the development of a network of university hospitals as integrated clinical and educational centers for the provision of highly specialized medical care.
“Supporting Ukraine’s healthcare system is one of the European Investment Bank’s priorities. We focus on projects that deliver tangible results for patients—from modernizing facilities to improving the quality of services. Together with the Ministry of Health, we aim to implement solutions that meet European standards and the real needs of Ukraine’s healthcare system,” said Kristina Mikulova, Head of the EIB’s Regional Hub for Eastern Europe.
Following the meeting, the parties agreed to strengthen cooperation to ensure the resilience of Ukraine’s healthcare system in the face of current challenges and with a long-term perspective in mind.
It should be noted that the partnership between the Ministry of Health and the European Investment Bank is a long-standing one. The European Investment Bank regularly supports Ukraine, particularly through the Ukraine Recovery Program. Last year, an additional EUR 100 million was allocated for community development, specifically for the restoration of critical infrastructure, including the renovation of medical facilities. The total funding under the recovery program currently stands at EUR 740 million.
Background information
Ukraine has been cooperating with the EIB since 2007, particularly in developing the regulatory framework for attracting financing for infrastructure, energy, environmental, and other investment projects. As of March 1, 2026, the EIB’s project portfolio in Ukraine’s public sector comprises 27 projects totaling EUR 4.655 billion, of which 24 projects worth EUR 4.2 billion are currently under implementation.
