SIGMA experts praised the implementation of public administration reform in Ukraine
Experts of SIGMA (Support for Improvement in Governance and Management) which is a joint initiative of the OECD and the EU prepared a baseline measurement report on the implementation of the public administration reform (PAR) in Ukraine and highly praised this process.
"Ukraine has clearly demonstrated a commitment to modernise public governance and establish closer links with the European Union (EU) in recent years. Despite threats to its territorial integrity and a high level of corruption, Ukraine continues to make efforts towards reform, placing the PAR among its priority areas.Ukraine’s reform process has received significant EU support. The findings of this assessment are intended to help the Government of Ukraine to plan and implement further reforms in key areas", says the report.
In turn, Olexandr Saienko, Minister of the Cabinet of Ministers of Ukraine, Head of the Reforms Delivery Office stressed that the public administration reform is a focus area for the Government, and the goals set in the Strategy of Public Administration Reform untill 2020 are fully in line with the European principles and criteria of good governance of SIGMA.
"As indicated in the SIGMA report, Ukraine has already made considerable progress in reforming some areas of its public administration, which means that our efforts are not in vain and we have an objective assessment of our actions to move forward even more efficiently. At each stage of the reform, it is necessary to clearly understand the results of work , key challenges and next steps, and this is the only way we can achieve systemic and irreversible changes. I express gratitude to our European colleagues for the comprehensive support of the PAR", Olexandr Saienko underscored.
