Procedure for arranging workplaces for people with disabilities approved

The Cabinet of Ministers of Ukraine has adopted a resolution introducing a uniform procedure for arranging workplaces for people with disabilities. The new document defines a clear mechanism for redesigning, renovating, and retrofitting premises to make them fully inclusive.

The resolution was elaborated by the Ministry for Communities and Territories Development of Ukraine. The document will be helpful for employers in adapting workplaces to the individual needs of people with various types of impairments, including mobility, vision, hearing, or other impairments. This will contribute to expanding employment opportunities for people with disabilities and their better integration into the labor market.

"The Ukrainian labor market must become truly open and accessible to all. We are creating conditions under which people with disabilities can work comfortably, realize their potential, and actively participate in the economic life of the country. This is not just about employment, but about the full integration of people with disabilities into community life – where everyone feels needed, involved and has equal opportunities for development," said Deputy Prime Minister for Restoration of Ukraine – Minister for Communities and Territories Development Oleksii Kuleba.

The workplace adaptation procedure includes several stages: submission of an application, assessment of the employee's needs, involvement of specialists, determination of necessary measures, performance of work, and final evaluation of results.

Separate solutions are provided for different categories of persons:

  • for people with musculoskeletal disorders – installation of ramps, handrails, barrier-free routes, adapted sanitary facilities, and emergency exits;
  • for people with visual impairments – installation of tactile strips, use of Braille, contrasting markings, audible signals, and special programs;
  • for people with hearing impairments – installation of visual indicators, text instructions, induction loops, provision of sign language interpretation;
  • for people with amputated limbs – barrier-free access, handrails, lever handles, and other convenience features.

The costs of implementing these measures may be covered by the Social Protection Fund for Persons with Disabilities or other designated sources.

The introduction of the new rules shall be an important step in creating a barrier-free environment in Ukraine and fulfilling the state's international obligations, in particular the provisions of the UN Convention on the Rights of Persons with Disabilities.
