Ukraine’s roaming visa-free regime with the EU to take effect from 1 January 2026: Prime Minister

The Government has approved the decision of the EU-Ukraine Association Committee on the mutual opening of the roaming sector, Prime Minister Denys Shmyhal announced during a Cabinet meeting on 14 July.

“This is part of the procedure to finalise the roaming visa-free regime,” he emphasised.

Denys Shmyhal noted that the European Commission has approved Ukraine’s inclusion in the EU’s “Roam like at Home” policy. From 1 January 2026, Ukrainian citizens are expected to be able to use mobile services in EU countries without additional costs, while European subscribers will enjoy the same conditions in Ukraine.

The Prime Minister stressed that this is a significant step in Ukraine’s European integration and a confirmation of its gradual entry into the European Union’s digital space.
