Results of the “customs visa-free regime” for Q2 2025: new records and growth dynamics from the Ministry of Finance

Ukraine continues to strengthen its position in the European transit space. In the second quarter of 2025, the State Customs Service processed a record-breaking nearly 34,000 transit declarations under the Common Transit Procedure (NCTS), an increase of 8,000 compared to the previous quarter.

Of these, 23,000 movements were successfully completed in countries participating in the Convention, a 14% rise compared to Q2 of the previous year. In Ukraine, nearly 11,000 transit movements were successfully completed, marking a 98% increase from the same quarter last year.

Overall, transit movements grew by 24% compared to Q1 2025 for those completed in Convention member states, and by 46% for those successfully completed in Ukraine.

In Q2 2025, Ukrainian general guarantees used for the transit of goods through other Convention member states were applied in nearly 106,000 T1 declarations, an increase of 29,000 declarations compared to Q1 2025.

During Q2 2025, the State Customs Service registered 28 general guarantees in the NCTS guarantee management system. As of early July 2025, 94 general guarantees worth over EUR 320 million and 4,947 individual guarantees worth EUR 218.45 million remain active.

The “customs visa-free regime” demonstrates consistent growth and effectiveness. The active use of guarantees reflects increasing business confidence in the Common Transit Procedure, the efficiency of the NCTS system, and a growing number of foreign economic entities operating in line with EU standards.

This development confirms that the “customs visa-free regime” is a tangible tool for unlocking new opportunities in international trade and Ukraine’s economic integration.
