Ministry of Finance: Over the week entrepreneurs received UAH 1.5 billion in 514 concessional loans under the state program “5‑7‑9%”

Over the past week, within the framework of the State Program “Affordable Loans at 5‑7‑9%,” representatives of micro‑, small‑ and medium‑sized businesses received from 48 authorized banks 514 concessional loans for a total amount of UAH 1.5 billion, of which from banks of the public sector of the economy – 347 loans for UAH 0.7 billion.

Since the beginning of 2026, under the Program “5‑7‑9%,” entrepreneurs have received 27,022 loans for UAH 119.4 billion, of which from banks of the state sector of the economy – 18,068 loans for UAH 55.4 billion.

During the period of martial law in Ukraine, 127,184 loans for UAH 492.1 billion have been issued (including by banks of the state sector – 90,335 loans for UAH 240.6 billion), of which as of 14 September of the current year:

• UAH 75.57 billion – for investment purposes;

• UAH 91.44 billion – for financing working capital;

• UAH 58.41 billion – loans for agricultural producers;

• UAH 87.01 billion – for processing of agricultural products;

• UAH 11.13 billion – for financing energy service;

• UAH 56.81 billion – for anti‑war purposes;

• UAH 96.91 billion – lending in the zone of high military risk.

In total, since the launch of the Program, 162,006 loan agreements have been signed for UAH 581.6 billion, of which by banks of the state sector of the economy – 110,811 agreements for UAH 267.3 billion.

The Government, in particular the Ministry of Finance, continues to work on improving instruments of support for Ukrainian business and attracting funds of international partners for the development of entrepreneurship through affordable financing.

The development of the State Programs “Affordable Loans at 5‑7‑9%,” “Affordable Financial Leasing at 5‑7‑9%,” “Affordable Factoring” contributes to the creation of jobs, economic barrier‑free environment and support for business during the war. 

The state continues to carry out all necessary compensation payments in favor of business under the concluded loan agreements within the Program.

The Program is implemented by the National Development Institution (NDI), which began its work on 1 January 2026. The Ministry of Finance is authorized to exercise management of corporate rights belonging to the state in the authorized capital of NDI and approved its Statute. This completed the process of institutional transformation of the Entrepreneurship Development Fund into the National Development Institution.
