One of the main goals of russia's full-fledged invasion of Ukraine was to eradicate the Ukrainian state and its institutional capacity.
The issue at stake is not only about the ability of the authorities to organize defense, but also about the ability to perform all other state functions. Ensure the stability of the energy system, financial institutions, continue social benefits.
Due to the joint and coordinated work of the Ukrainian authorities, the enemy's plans failed in this direction as well.
The Government has paid and is paying all social obligations in full. In addition, we have launched additional support programs for the most vulnerable. Millions of food packages are distributed free of charge on the front lines to help our citizens in these difficult conditions.
Since the beginning of the year, a sum worth UAH 231 billion has been allocated for pension payments, which is 12% more than last year. In March, despite the war, benefits were indexed for almost all Ukrainian retirees. In total, since the beginning of the russian invasion, pensions of over UAH 140 billion have been paid.
In addition to pensions, the Government continued to fully fund other social programs. These are assistance to large families, assistance to people with disabilities, assistance to single parents, subsidies.
During these three months, UAH 30 billion was actually allocated from the budget for the relevant programs. We are talking about state support for almost 6 million Ukrainians.
A separate area was the introduction of new programs to support internally displaced persons. The implemented government program provides monthly payments of UAH 3,000 for children and UAH 2,000 for adults. This program was actively launched in April, and during this time almost 1.5 million families have received assistance from the state. The total amount of payments has already reached UAH 10 billion.
Also, thanks to the effective cooperation of the Cabinet of Ministers and international organizations, it was possible to launch 5 more programs to support internally displaced persons. These are programs with the UN, UNICEF, the Red Cross. They are similar in principle to government programs and provide for payments of UAH 2.2-2.5,000 for the most vulnerable categories of citizens. It is important that we are talking not only about immigrants but also about the support of large families, retirees with low incomes, single mothers, people with disabilities. We managed to reach an agreement to finance all these programs worth over UAH 10 billion to support more than 2 million Ukrainian citizens.
In addition to social support programs, we continue to fund the medical and educational spheres as much as possible. Over these 3 months alone, teachers were paid more than UAH 25 billion. At the same time, in May payments increased to UAH 10.4 billion, while in April they amounted to UAH 8.3 billion. More than UAH 25 billion was also paid to doctors' salaries in March-May.
Together, these are hundreds of billions of hryvnias that the state continues to allocate for social policy, education and medicine. We also allocate hundreds of billions of hryvnias for the defense of our country.
That is why we are grateful to our international partners who provide financial support to Ukraine so that the state can fully fulfil all its social and humanitarian obligations.
For more than 3 months, such support from Ukraine's allies has already exceeded USD 7 billion. Every day we work and negotiate to increase aid.
For example, today we will approve the terms of attracting financial support from the Government of Canada in the amount of almost USD 800 million. Our Canadian friends have previously provided support for almost USD 400 million, and we are grateful for these very important funds for Ukraine.
We continue to develop joint projects with our European partners. Today we will approve the draft Agreement with the European Union, which provides for the allocation of 330 million euros to Ukraine. These are funds to support the economy of Ukraine and our people in the face of russia's military aggression. We praise our partners for such help.
We are also grateful to our European partners for being able to reach a consensus and agree on the 6th package of sanctions against russia, which includes a partial oil embargo. The kremlin regime could lose USD 10 billion to USD 25 billion from this decision, which will further deprive it of the opportunity to finance the war against Ukraine and the whole of Europe.
Weapons, finances and sanctions. We are making good progress in these three strategic areas this week.
