    Distinguished colleagues! Fellow Ukrainians!

    We start the session of the Government.

    The situation in the Ukrainian energy sector remains the focus for the Government.

    Due to solar generation and the completion of repairs at two nuclear power units, scheduled power outages had not been applied for several days. However, this does not eliminate the need to systematically save electricity.

    If there is a significant deficit in the system again, Ukrenergo will be forced to return to the outage schedules. The consequences of the russian terror will be felt for quite a while.

    Every day, we are working intensively to restore facilities wherever possible. It is also restructuring the energy system to make it decentralised and more resistant to enemy attacks.

    We pay special attention to the regions with the greatest threats.

    President of Ukraine Volodymyr Zelenskyy instructed to intensify reconstruction work in the Kharkiv region, where the enemy is targeting critical infrastructure.

    Today we are to simplify bureaucratic procedures for Kharkiv region regarding the construction of artesian wells in medical institutions.

    This is what we have already done for the southern regions.

    A simplified licensing procedure will be in place, and the timeframe for completing the work will be accelerated to the maximum. Thus, we will provide all hospitals with water.

    This is only part of the comprehensive winterisation measures taken by the Government and local authorities.

    Another element of our energy sustainability is the import of electricity from Europe.

    Ukraine can currently import no more than 1.7 GW. We are negotiating to increase the volume to more than 2 GW, as all technical capabilities are in place for that.

    Today we endorse a resolution that ensures fairness for electricity importers. Thus, blackout schedules will not be applied to companies that import 80% of their electricity consumption.

    This will allow such enterprises to operate smoothly and stably, and at the same time reduce the power deficit in the energy system, which means more light in the homes of Ukrainians.

    We continue our effective cooperation with international partners.

    This year Ukraine has already received USD 11.8 billion in international financial assistance this year. This includes IMF funds, EU funds under the Ukraine Facility programme, and funds from other partners: Japan, Canada, and the United Kingdom.

    Today we approve a draft agreement between Ukraine and the United States, which will allow our country to receive almost USD 7.9 billion in financial and economic support. This is the money within the new U.S. aid package to be transferred to the budget of Ukraine.

    Another decision we adopt today is to attract up to EUR 100 million from the European Investment Bank was endorsed. The funding will be used for lending to small and medium-sized businesses.

    Also this week in Prague, we have had fruitful talks with the leaders of the Czech Republic, Poland, Latvia, Denmark, the Netherlands and representatives of the United States.

    We talked about the Czech initiative to supply ammunition, strengthening Ukraine's air defence with the Patriot systems, the delivery of F-16 aircraft, and joint weapons production.

    This meeting will have concrete results in the near future. There will be more new weapons, more shells, more joint and mutually beneficial projects in the defence sector.

    Our European friends understand the high price Ukraine is paying and are ready to support us until we win.

    I thank everyone who helps Ukraine, everyone who fights for a better future for our country.
