    Distinguished colleagues, fellow Ukrainians!

    We now begin a regular session of the Cabinet of Ministers.

    The first winter month is coming to end and the Ukrainian energy sector is successfully passing.

    The daily maximum consumption has been decreasing for several days in a row. The generation is sufficient to provide light and heat in the homes of Ukrainians and for the operation of enterprises.

    I would like to thank the conscious citizens and businesses who took measures to save electricity on the days when it was needed.

    Over the past week Ukraine has twice provided emergency assistance to Poland, receiving additional electricity. We hope for reciprocal support from ENTSO-E partners if necessary.

    Also, we approve a decision to raise additional funds for the energy sector. We will adjust the agreement between Ukraine and the European Investment Bank that will allow NPC Ukrenergo to receive more than EUR 3 million to pay contractors' bills for the work performed.

    Moreover, we extend the PSO for electricity until the end of April next year. As promised, the price of electricity for household consumers will remain at UAH 2.64 per kWh. This will allow us not to increase the burden on family budgets during the heating season.

    To fulfil all our social obligations, we will continue to work with our partners to attract external budget support.

    Today we approve the National Revenue Strategy for 2024-2030, thus fulfilling one of the structural beacons of the cooperation programme with the International Monetary Fund.

    The goal of the strategy is to strengthen the fiscal capacity of the state, to adapt tax and customs legislation to EU standards, to create incentives for post-war recovery and economic growth.

    In the area of tax administration, it is the integrity of tax officers, increasing public confidence in the State Tax Service, improving the efficiency of risk management, and automating processes.

    In the customs area, it is a consistent fight against corruption, clear interaction with business based on clear algorithms, and new digital solutions for the customs service.

    We have to do a huge amount of work, harmonise our legislation with the European one and improve the quality of our institutions.

    Another strategic document we are to endorse today is an Action Plan for the implementation of the Integrated Border Management Strategy.

    This will allow us to respond comprehensively and effectively to all challenges in the field of state border security, cross-border activities, and cooperation with our western neighbours, the EU states.

    We are talking about the introduction of European practices of control procedures, joint control on the western border on the one-stop-shop principle, technical modernisation of checkpoints, digitalisation and automation of processes, information exchange and much more.

    All this would help to avoid queues at the borders, speed up the movement of goods, and create the most convenient border space for both businesses and all Ukrainians.

    In synergy with all our international partners, we continue to work on the implementation of projects for the rapid reconstruction of Ukraine.

    Under the eVidnovlennia programme, we embark on payments to Ukrainians whose homes were destroyed by russians. This includes the use of housing certificates for the purchase of real estate.

    We have already generated 1,600 such certificates. And now the holders of these certificates can use Diia to reserve funds for the purchase of housing.

    All the details will be communicated by the Ministry of Restoration (Ministry for Communities, Territories and Infrastructure Development) and the Ministry of Digital Transformation.

    The Prime Minister stressed that in the near future people who had lost their homes would now have a home for themselves and their families.

    We have been helping and will continue to help Ukrainian communities as part of the Early Recovery Project. At the same time, we continue to enhance local budgets.

    At the last meeting, we allocated more than UAH 75 million to five regions to pay teachers' salaries and more than UAH 6 million to Dnipropetrovsk and Luhansk regions for school shelters.

    Today we redistribute UAH 3.3 billion of additional subsidies for the maintenance of schools and hospitals in 2024.

    The funds will be allocated to a number of communities in 24 regions of the country. We expect the local authorities to use these funds effectively.

    In addition, by a separate resolution, we provide a subvention to hromadas for the material and technical equipment of the school subject "Defence of Ukraine".

    Children will be taught the skills of civil defence, medical care, military and patriotic education, etc. All this will provide the younger generation with the most necessary knowledge and skills needed in the face of extraordinary security threats.

    We will keep working in all the key areas identified for victory, for sustainability, for reconstruction and for growth.
