    Dear colleagues, fellow Ukrainians!

    We are starting a regular meeting of the Government of Ukraine.

    Last night, russia carried out another missile attack on civilian infrastructure. Facilities in eight regions were damaged.

    russian terrorists continue their terror against peaceful cities. Attacks with missiles and drones are constant. Our rescuers and firefighters are always working on the ground. We are very grateful for their work.

    We are also grateful to the air defence forces who shoot down most of the missiles and drones and prevent even more casualties and destruction.

    Today’s attack also damaged residential buildings. People whose homes were damaged by the attack can apply for compensation under the eVidnovlennia programme. We will help to repair and rebuild everything.

    We have launched the second stage of the eVidnovlennia programme. It is about compensation for completely destroyed housing. Ukrainians have already submitted 1,400 applications for compensation through Diia.

    Starting today, the relevant commissions will be launched in communities to consider compensation for such destroyed housing. We expect the local authorities to consider the applications promptly.

    At the same time, 36,000 citizens have already applied for compensation to repair the damaged housing, and 7,000 have received funds to rebuild their homes. The Government has allocated all the necessary resources to pay compensation, and now the speed of receiving the funds depends on the efficiency of local communities. We are all working together to do as much as possible before the onset of winter.

    We are strengthening the country’s defence capabilities every day. Today, the Government is adopting two decisions to strengthen the defence lines in the north-eastern regions. At the request of the Kharkiv and Chernihiv regional military administrations, we are allocating more than UAH 1.2 billion from the state budget reserve fund. UAH 911.5 million for Kharkiv region and more than UAH 363 million for Chernihiv region for the construction of military engineering and fortification structures. The regional military administrations are the clients and executors of these works.

    The second most important priority of the state is social justice and assistance to those who need it most. This means targeted support for Ukrainians during the war and building a fundamentally new social assistance system.

    Despite the difficulties and challenges, we are fulfilling our commitments.

    Over the first 7 months of this year, Ukrainians have received over UAH 265 billion in social payments from the state budget alone. These include pensions, payments to people in difficult life circumstances, assistance to the poor, benefits and subsidies, family support and social protection for people with disabilities.

    We continue to help people whose homes were damaged by flooding after the russians blew up the Kakhovka hydroelectric power plant. Residents of Kherson and Mykolaiv regions received almost UAH 52 million in compensation. The Government has extended the deadline for applications for financial assistance until the end of October so that everyone could benefit from it.

    We continue to develop a new philosophy of social policy.

    The first area is high-quality registers. Currently, we are actively implementing the Register of Social Service Providers and Recipients and creating a corresponding dashboard. This will reduce bureaucracy and unify the process of providing various types of social support. Everyone who needs help will be able to see where and what type of support they can get from the state.

    The second area of social reform is the principle of “money follows the person”. This means that we pay money for a specific service provided to a person. This makes the use of budget funds more efficient and improves the quality of all services.

    The third area is digitalisation. Out of 30 types of social benefits and services, eight have already been digitised, while the rest are being prepared for digitisation. Through Diia, one can get the eMaliatko package of services, obtain unemployment status, apply for a pension or recalculate it, and much more. The list of opportunities is constantly expanding.
