We are beginning a regular session of the Government.
Ukraine is changing to endure and to win. To liberate our lands, to ensure a safe and peaceful future for ourselves and the world.
The most important task after defence is recovery. That is what millions of people need here and now.
The first area is housing.
We are continuing the eVidnovlennia programme.
We have already paid out UAH 1.5 billion for property damaged by the russians. Almost 19,000 families have received funds. The greatest need is in Kharkiv, Kyiv and Mykolaiv regions. There, local authorities should make every effort to quickly record losses and consider applications in a timely manner.
We received almost 5,000 applications from citizens regarding destroyed property. 346 certificates have already been generated in Diia. The average value of each certificate is about UAH 2 million. This is a resource for buying new housing, and people will soon be able to use it.
“The third component of the programme is compensation for repairs made at people’s own expense. President of Ukraine Volodymyr Zelenskyy has signed the relevant law. Payments will begin in 2024. The mechanism will be simple and clear, similar to other components of the eVidnovlennia.
Preferential mortgage is another way to buy a home. More than 4,300 Ukrainian families have already benefited from it. They have received preferential loans totalling UAH 6.3 billion. 30% of the recipients bought apartments from developers.
This is how we stimulate the construction industry. This industry should be one of the leading ones in the post-war years to compensate for the losses in the housing sector caused by the enemy.
Another area of reconstruction where we are actively working is healthcare.
russia is deliberately attacking our hospitals to provoke a humanitarian catastrophe. 1,455 medical facilities have been damaged, 190 have been completely destroyed and will have to be rebuilt from scratch.
We are not waiting for the war to end to take on this task. To date, 411 medical facilities have been fully restored and another 412 have been partially restored. We are continuing to work intensively, because every medical facility that resumes its work means saved lives.
Another area of reconstruction is education.
More than 3,500 educational facilities have been attacked by russian barbarians. Half of them are secondary schools.
During the full-scale war, we have managed to rebuild more than 500 educational institutions, and we are working on this together – the Government, regional and local authorities, international partners and civil society.
The next area of recovery, which we immediately identified as a priority, is economic recovery. To this end, we support Ukrainian business.
Our entrepreneurs are adapting to the realities of wartime and are optimistic about the future. For the second quarter in a row, we have positive expectations for the growth of business activity.
We continue to provide soft loans and grants to small and medium-sized businesses.
We have disbursed UAH 2 billion in micro-grants for business start-ups, UAH 2.2 billion to manufacturing companies to expand production capacity, and UAH 541 million to farmers to plant new gardens and build new greenhouses.
In addition, during the full-scale war, businesses received almost 40,000 loans worth UAH 155.5 billion under the 5-7-9% programme.
Our partners are actively supporting our recovery efforts.
In particular, today we are approving an agreement on the financing of the EU Support for Recovery and Reforms programme. Once signed, the European Commission will provide EUR 335 million in assistance.
These funds will be used to rebuild infrastructure, including the energy sector, to support businesses, to fight corruption, to protect the environment and to go digital.
We are grateful to our European allies for always standing by us.
