During a regular meeting on November 4, the Cabinet of Ministers of Ukraine adopted a decision to provide subventions from the state budget to local budgets in 2020 for the implementation of certain priority projects to ensure the development of communities and territories.
According to Prime Minister Denys Shmyhal, the main emphasis in this decision is placed on the healthcare and educational spheres.
"A UAH 100 million resource is envisaged to the regional budget of Kharkiv region for the construction of a new complex of The Regional Oncology Center. Another UAH 300 million - for the construction of a new center for perinatology, obstetrics and gynecology in Uzhhorod. A UAH 4 million funding will be directed for the reconstruction of the room for the installation of a linear accelerator in the Zhytomyr Regional Oncology Center. Also, almost UAH 90 million is planned for the construction of new kindergartens in Cherkasy and Kyiv regions," said Denys Shmyhal.
The Prime Minister commended the effectiveness of the activities of public authorities this year in the context of completing the main stage of decentralization reform. According to him, the democratic local elections, the formation of new districts, consolidating the independence of local budgets are all the proofs for that.
During the sitting, the Head of Government also noted the importance in the process of the decentralization reform of adoption of draft law №3651-d, which the Verkhovna Rada had supported in the first reading the day before. According to him, this law should provide communities with the background for full-fledged activities so that people can understand the real results of the performed work.
"The bill is designed to ensure the full functioning of the newly elected councils in communities and districts, as it provides for the regulation of succession of property, rights and responsibilities of local communities from local governments and districts of the old model to the new. The newly elected government must be able to work effectively," the PM stressed.
