Empowering the Ukrainian Institute of National Remembrance: Government updates regulations and increases staff

The Cabinet of Ministers of Ukraine has updated and brought into line with legislation the Regulations on the Ukrainian Institute of National Remembrance and the Regulations on the Ministry of Culture of Ukraine. From January 1, 2026, the activities of the UINR will be guided and coordinated directly by the Cabinet of Ministers of Ukraine. The Government also decided to increase the maximum number of employees of the Ukrainian Institute of National Remembrance by 22 positions.

“We are strengthening the institutional capacity of the Ukrainian Institute of National Remembrance. The expansion of the UINR team will allow it to perform new tasks in the formation and implementation of state policy on national memory, which is especially important in the context of war and countering russian propaganda,” said Tetiana Berezhna, Deputy Prime Minister for Humanitarian Affairs of Ukraine and Minister of Culture of Ukraine.

It should be recalled that on August 30, 2025, the Law of Ukraine “On the Principles of State Policy on National Memory of the Ukrainian People” came into force. According to the law, the Ukrainian Institute of National Remembrance is defined as a central executive body with special status, whose activities are guided and coordinated directly by the Cabinet of Ministers of Ukraine.

As part of the update of the regulatory framework, the Government also amended the Regulations on the Ministry of Culture of Ukraine, excluding from its powers the function of forming state policy in the field of national memory of the Ukrainian people.

The implementation of the decisions does not require additional funding from the state budget and will be carried out within the budgetary appropriations for 2025–2026.
