Support for farmers in 2026 budget: restoring production, demining, and agricultural development

In 2026 State Budget, the Government is stepping up support for the agro-industrial complex, one of the key sectors of the Ukrainian economy and a guarantor of food security. The total amount of funding is UAH 14.1 billion, which is UAH 4.5 billion more than in 2025.

"The war has created conditions for farmers in which it is currently impossible to eliminate all risks — mined land, damaged irrigation systems, and financial losses do not disappear in a single fiscal year. Therefore, our task is to systematically and gradually reduce these barriers. The 2026 budget provides for instruments that allow agricultural producers to resume production: support for farming, crop insurance, demining, and infrastructure modernization. This will not solve the problem instantly, but it will make the sector more resilient and enable it to move forward in difficult conditions," said Deputy Minister of Finance Oleksandr Kava.

Financial support for agricultural producers in 2026 will amount to UAH 9.5 billion, which includes a subsidy per hectare for farms in frontline areas, support for agricultural insurance, and restoration of irrigation systems. UAH 0.2 billion is allocated separately for land reclamation.

Support for farmers will amount to UAH 2.6 billion. The funds will be used for preferential lending and subsidies per hectare, as well as to support livestock farming, in particular the breeding of cows, goats, and sheep.

This will enable small and medium-sized farms to become more resilient and expand their production capacity.

A separate important priority is the humanitarian demining of agricultural land, for which the budget envisages UAH 2 billion. Clearing fields of explosive objects is a key condition for the restoration of agricultural production, the launch of sowing campaigns, and the return of farmers to work.

In addition, the budget includes grant programs for the development of horticulture, berry growing, viticulture, and greenhouse farming, as well as compensation for interest on loans under the Affordable Loans at 5–7–9% program. This will allow farmers to attract resources for modernizing production and investing in new projects.
