The transition to an electronic reporting form can save water users more than UAH 26 million annually.
As of today, September 28, 2020, one can use the new online reporting service through the electronic office of the water user on the website e-services.davr.gov.ua. With the launch of the online water use reporting module, water users received a full list of electronic services for special water use, including obtaining, making changes and revoking special water use permits, which are available on the website of the State Water Resources Agency from March 2019.
"Transfer of services into electronic format is one of the Government's priorities, as it ensures transparency and accountability in the provision of services, minimizes corruption, saves time and money of citizens, and in conditions of quarantine restrictions - protects the population from disease," said the Minister of Ecology and Natural Resources of Ukraine Roman Abramovskyy.
Currently, there are more than 15,000 water users in Ukraine, who have to submit reports on water use at the beginning of next year. Submitting a report in electronic form will save them time and money on logistics. After all, the costs of one large and medium water user for the preparation of documents in paper form and the need to visit organizations belonging to the sphere of management of the State Water Resources Agency, amount to an average of UAH 2,000 whiel the duration is up to 12 hours.
The transition to an electronic reporting will reduce the financial costs of 15,000 water users from almost UAH 30 million to UAH 3.5 million, and time - from 12 to 8 hours.
In addition, the introduction of online reporting will be the first step towards publishing water use information in an open data format, which in turn will help make water management in Ukraine more accountable, thereby creating conditions for better monitoring of water use in Ukraine - by both government agencies and the public.
The online reporting service was developed by the Ministry of Ecology and Natural Resources of Ukraine in cooperation with the Ministry of Digital Transformation and the State Water Resources Agency, with the support of the USAID / UK aid Transparency and Accountability in Public Administration and Services / TAPAS Project. The project was implemented jointly with the East Europe Foundation.
