
Monetization of subsidies will enable consumers to have hard cash and to have control over quality and payment for services
By implementing monetization of subsidies, we will reach two goals. First, citizens should not be hostages of service providers. Previously, invoices for services for recipients of subsidies were formed only by suppliers company and nobody could control the actual volume of services provided and its consumption. After monetization, a person will have hard cash and can control independently both the quality of services from the supplier and the payments for them. Secondly, due to the online payment of subsidies, citizens are not interested in moving towards energy efficiency, and we have to break this stereotype.
This was announced by Deputy Prime Minister/ Minister for Regional Development, Construction, Housing and Communal Services of Ukraine Hennadii Zubko on air of 112 Ukraine TV channel.
"We can’t talk about the possibility of reducing the cost of gas by 2-4 times, as some populists are saying. But we can talk about the possibility of reducing energy consumption by two or three times, which will lead to decrease of bills for housing and communal services. And for this purpose it is necessary to have ready cash ", Hennadii Zubko noted.
It should be noted that financial resources for payments of subsidies to the tune off UAH 55 billion were laid in the state budget for 2019, of which UAH 12 billion should be paid in cash.
