  • Concessional loans, grants, demand stimulation – Prime Minister outlines benefits of the Made in Ukraine policy

    The state helps Ukrainian producers and invests in their support, because such investments multiply and return in the form of taxes, new jobs, new technologies, social stability and the general welfare of Ukrainians. This was stated by Prime Minister Denys Shmyhal during the Made in Ukraine forum.

    “Eight months ago, on the initiative of President Volodymyr Zelenskyy, the state launched a comprehensive policy ‘Made in Ukraine’. To be strong in the war and competitive in the post-war period, Ukraine needs its own developed production,” the Head of Government stressed.

    According to the Prime Minister, “Made in Ukraine” is a set of tools that expand business opportunities.

    The first tool is access to concessional lending. This year alone, businesses have received more than 18,000 concessional loans under the 5-7-9 programme worth almost UAH 68 billion. In total, about UAH 335 billion in loans have been issued since the programme was launched.

    The second tool announced by the Prime Minister is incentives for entrepreneurs and local authorities to buy domestic goods and services.

    “In September, farmers received UAH 98.5 million in compensation for Ukrainian agricultural machinery purchased in August. In total, over UAH 250 million has been granted under the programme. 126 machine-building companies offer their products to agricultural producers on the market,” said Denys Shmyhal.

    The state also compensates 15% of the purchased Ukrainian machinery and power equipment. According to the Prime Minister, this includes a wide range of products: buses, tankers, vans, solar panels, energy storage systems, wind and cogeneration plants, and much more.

    The third tool is grants under the eRobota programme. The most popular segment, according to the Head of Government, is microgrants “Vlasna Sprava”.

    “UAH 4.8 billion has already been allocated to the programme participants. This will create more than 38,000 jobs. And grant recipients have already paid UAH 2.6 billion in taxes to the state budget,” said Denys Shmyhal.

    He noted that grants for processing companies were changing the structure of the Ukrainian economy. This means more goods with a high share of added value, the creation of entire production clusters, and the development of new technologies. The state has already invested over UAH 5 billion in this area.

    “Finally, grants for farmers. Agricultural producers have already received over UAH 1 billion in grants for the development of horticulture, berry growing, viticulture and greenhouse facilities,” the Prime Minister added.

    The fourth tool of the Made in Ukraine policy, according to Denys Shmyhal, is to stimulate demand among consumers in various segments of the economy.

    “It is important for the construction sector to increase the pace of construction. The eOselia mortgage loan programme helps to do this. Over the past two years, more than 13,000 Ukrainian families have purchased housing with government support. These are primarily military personnel, doctors and teachers. Recently, at the initiative of President Volodymyr Zelenskyy, we have focused this programme on young people. We have also opened the option of buying private houses and made it possible to make the down payment with the eVidnovlennia certificate,” the Prime Minister said.

    In addition, according to the Prime Minister, mass demand for Ukrainian goods is growing due to the National Cashback. More than 1.6 million Ukrainians have already joined the programme.

    The fifth tool is to support non-resource exports. According to Denys Shmyhal, the Export Credit Agency offers insurance for investment loans and direct investments against war-related and political risks.

    “The volume of export support is growing and will yield results – each insured hryvnia will generate up to UAH 13 of export revenue. This helps businesses to enter new markets, withstand competition and fill the state budget,” the Head of Government said.

    Finally, the sixth tool is the development of industrial parks. According to Denys Shmyhal, there are 95 such sites as of today.

    “The state is actively involved in their development. We compensate up to 50% of the cost of landscaping, construction of engineering and transport infrastructure, and connection to the power grid,” the Prime Minister said.

    According to the Head of Government, UAH 1 billion has been allocated for the development of industrial parks this year, and decisions have already been made to stimulate 18 projects in 9 locations.
